Among other issues identified by the audit, 12 of the 14 federal- and state-mandated capabilities had not been implemented by their target dates, including rehabilitation care pricing rules and the Medicaid pharmacy program.

In the months following its launch, hospitals, physicians and other providers have reported varying experiences with the system.

Don Dalton, communications VP at the North Carolina Hospital Association, said in December that DHHS, CSC and hospitals “have resolved many of the issues.” But at the same time, he said, “Many issues remain. Some of our hospitals are not being paid accurately.”

That same month, Bob Seligson, CEO of the North Carolina Medical Society, which is supporting the lawsuit, said that the audit confirmed “our worst fears about NCTracks.”
