Keeping Everyone in the Know: New CMS ADT Rule
On March 9, 2020, the Centers for Medicare & Medicaid Services (CMS) issued the Interoperability and Patient Access Final Rule aimed at enhancing interoperability and increasing patient access to health information. This Final Rule contains a new Condition of Participation (CoP) that requires all hospitals, psychiatric hospitals, and Critical Access Hospitals to electronically share (via an electronic health record [EHR] or another electronic administrative system) event notifications (also referred as e-notifications) with other providers across the continuum of care. These event notifications should occur whenever patients have an emergency department (ED) or inpatient admission, discharges, or transfers (also known as ADTs) in community hospitals.

Leveraging the "Learning Health Community" Concept in Education
This idea of an iterative engaged learning environment (we can call it a “Learning Health Community”) is not far-fetched. Such a system would require quality evidence-based data and information delivered in real-time based on the real-world experiences of millions of patients. As new verified information and data develop, these would be incorporated and then deployed. We would harness the power of existing and future knowledge in a form that is usable by both medical professionals and the patients they serve. The questioning fathers and others similarly situated could access the Internet for augmented and personalized health information.

Nationwide Launch of Mobile Health Program in Rural India Signals New Era of mHealth for Emerging Economies
Today, the Government of India launched a nationwide mobile health program designed to train community health workers and to directly reach millions of women within three years. The program is powered by MOTECH, a robust yet simple-to-use mobile health (mHealth) technology developed by Grameen Foundation, with support from the Bill & Melinda Gates Foundation. "Until now, mHealth applications have been relatively small and siloed," said John Tippett, Global Director of Mobile Health at Grameen Foundation. "By allowing systems to work together and serve huge numbers of people, MOTECH opens a new era for tackling global health problems at scale through mobile technology."

Who Owns Patient Data?
The notion of ownership is inadequate for health information. For instance, no one has an absolute right to destroy health information. But we all understand what it means to own an automobile: You can drive the car you own into a tree or into the ocean if you want to. No one has the legal right to do things like that to a "master copy" of health information.
