Seven years ago the Office of the National Coordinator for Health Information Technology (ONC) began work on the Patient Unified Lookup System for Emergencies (PULSE). PULSE is an effort to create national resilience by improving first responder access to patient electronic health information they need to provide services and ensure public health during disasters, including public health emergencies. Recently, ONC launched a new, code-only technical solution called PULSE-Community Edition (PULSE Community) that builds on the original PULSE code. PULSE Community enables first responders and other response personnel (e.g., epidemiologists, emergency medical services, and health care volunteers) to securely access vital health information they need during emergencies and disasters from connected health care organizations.

With tech and data safety awareness rising, open source software is becoming a go-to option for organizations of all classes more than ever. Nonprofit organizations are particularly vulnerable on the financial side while at the same time dealing with vital social and environmental issues. This article observes the adoption of open source collaboration technologies in nonprofit organizations by using Nextcloud and ONLYOFFICE as examples.

The ONC Cures Act Final Rule went into effect on April 5, 2021 and as a result we have seen an increase in both the quantity and complexity of questions regarding the regulations. I was going about my normal business the other day when an article from the Associated Press written by Matthew Daly And Hope Yen, and titled "Lawmakers: Ida damage shows need for infrastructure upgrades" landed in my inbox. I’m one of those weird people that sees “lawmakers” and “infrastructure” in a sentence, and am drawn to it with amused interest. Usually, I am interested academically…a lot of other times as a pure masochist…and still more often than not, like this time, with snarky anticipation. “Oh, what joyous, twisted misinformation do we have here?” The article summarizes quite aptly (kudos to Mr. Daly and Ms. Yen) the rationale applied for the monstrous, record-smashing infrastructure bills being batted about the House and Senate.

The European Commission’s landmark study on the impact of Open Source Software and Hardware finds that investments in open source software can be a major boost to the EU’s post-recovery economy, digital transformation and digital autonomy...The economic analysis shows that the open source sector is mature to the point of being considered for a tailored industrial policy, as well as inclusion in the EU’s  major policy frameworks, such as the European Green Deal and the AI Act.
