Keeping Everyone in the Know: New CMS ADT Rule
On March 9, 2020, the Centers for Medicare & Medicaid Services (CMS) issued the Interoperability and Patient Access Final Rule aimed at enhancing interoperability and increasing patient access to health information. This Final Rule contains a new Condition of Participation (CoP) that requires all hospitals, psychiatric hospitals, and Critical Access Hospitals to electronically share (via an electronic health record [EHR] or another electronic administrative system) event notifications (also referred as e-notifications) with other providers across the continuum of care. These event notifications should occur whenever patients have an emergency department (ED) or inpatient admission, discharges, or transfers (also known as ADTs) in community hospitals.

ONC Patient Matching Project Moving Forward...Slowly
Last week, the Office of the National Coordinator for Health Information Technology (ONC) released the final report from its Patient Matching, Aggregation, and Linking (PMAL) Project, as well as an additional report describing a pilot project to test the Patient Demographic Data Quality Framework (PDDQ) to Support Patient Matching that was released several years ago. Funded from June 2015 through September 2018 by the HHS Office of the Assistant Secretary for Planning and Evaluation (ASPE) through the Patient-Centered Outcomes Research (PCOR) Trust Fund, PMAL was one of the activities I described in an earlier post. The Final Report reviews the four challenged of patient matching and linking that the PMAL project attempted to address...

Peer Learning Helps Tanzania Reach New Ground with Open Data
When we introduced Tanzanian open data officials to their UK counterparts they shared home truths about problems, gaining new perspective and inspiration to engage users, communicate more and seek support from those who can help. Learning from peers is essential to building momentum behind new open data programmes. As part of our work with the Tanzanian government we were delighted to facilitate their meeting with key figures from government, NGOs, businesses, NGOs and startups in the UK, during a London Study Tour...

The Importance of High Quality Data for Artificial Intelligence Reliability
Artificial Intelligence (AI) is a hot topic right now in medical practice. Though there are many reasons why AI solutions have become so popular, one of the biggest reasons is that AI has the potential to reduce clinical burnout and fatigue by improving Clinical Decision Support in electronic health record (EHR) systems. To understand how this can be achieved, we must first understand what AI is and how it works...For Healthcare, AI and Machine Learning algorithms must rely on copious amounts of granular, high-quality data.

The Pathway to Patient Data Ownership and Better Health
Digital health data are rapidly expanding to include patient-reported outcomes, patient-generated health data, and social determinants of health. Measurements collected in clinical settings are being supplemented by data collected in daily life, such as data derived from wearable sensors and smartphone apps, and access to other data, such as genomic data, is rapidly increasing. One projection suggests that a billion individuals will have their whole genome sequenced in the next several years. These additional sources of data, whether patient-generated, genomic, or other, are critical for a comprehensive picture of an individual’s health...

OpenMRS 2016 Implementers' Conference
The OpenMRS Implementers meetings began in 2006 as a way to bring members of the community together during a dedicated amount of time to collaborate, share implementation experiences, and find ways to improve OpenMRS. This year’s 2016 event is a blend of topics that include sessions covering traditional OpenMRS implementer as well as overarching OpenMRS topics. These sessions coincide with the planned as well as the unconference sessions. The meeting will provide an opportunity for health care team members, informaticians, developers, implementers, and end users to collaborate and innovate. As a result, developers improve their technical skills in OpenMRS, implementers share best practices from implementations, users and health care team members propose and prioritize their top features for future releases of the software to ensure that their needs are met.
Clinical Data Quality Issues and Clinical Quality Measure Reliability
Rich digital clinical data are a staple of modern learning health systems, but suffer from variable and often poor quality. Lack of assurance in data quality can lead to limited trust and utilization by stakeholders, including patients, providers, policy-makers, and researchers. In this webinar, Dr. Nicole Weiskopf will provide a conceptual overview of data quality as it relates to electronic health record data and the reuse of those data for various purposes.
