Customization and Implementation of an Open Source Health Information System (HIS) for Dominica

The Governments of Dominica, Grenada, Saint Lucia and St. Vincent and the Grenadines have each received individual credits in the amount of 1.5 Million SDRs, equivalent to US$ 2.3 Million, from the International Development Association (IDA) for the financing of the OECS Electronic Government for Regional Integration Project (EGRIP) and intend to apply part of the proceeds for consultancy services for Customization and Implementation of an Open Source Health Information System (HIS) for Dominica.

The Regional E-Government Unit (REGU) of the OECS Secretariat now invites eligible Individual Consultants to indicate their interest in providing the services. Interested consultants must provide information on their capability and suitability to undertake the assignment. Such information should be on the Individual Consultant's qualifications to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). Consultants are required to demonstrate: experience in the Installation and Configuration of the OpenMRS electronic medical record system and specialised experience working with Electronic Medical Records Systems or Electronic Health Information Systems, specifically the OpenMRS system.

The key objectives of this assignment include:

  • Installation and configuration of OpenMRS in a test environment;
  • Monitoring and evaluation of OpenMRS in a test Environment;
  • Training and Capacity Building;
  • Migration of OpenMRS from Test Environment to Production environment; and
  • To perform other activities to support the successful implementation of OpenMRS.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, May 2004 and October 2006).
